Steps to reproduce

This issue can be reproduced in the follow environment

• Flutter on Web environment
• Voice Over/Talkback On.
• iOS Safari/Android Chrome
  • I confirmed iPhone SE iOS 17.4.1 / Pixel 6a Chrome

1. Open first text field
   • the keyboard displayed
2. with the keyboard displayed, move the focus to the next text field

Expected results

Even when focusing on another text field, the keyboard displayed

Thanks for the report. Initially when I ran the code for the first time with voiceOver ON, I was able to tap on both textfields and observed that the keyboard remain intact, ie, the keyboard didn't close. But when next time around I tried to repeat the same steps to record it, I wasn't able to consistently make it work and then I was able to replicate the reported behavior.
Also, it seems to be a bit tough to tap and enable the textfields with accessibility.

I also checked this issue. The problem you are experiencing seems to be similar, but there is a slight difference in the procedure to reproduce it.

In the above problem, it seems that RendererBinding.instance.setSemanticsEnabled may or may not reproduce the problem, but it is not related to my procedure. ref) #110284 (comment), #110284 (comment)

I may be looking at the same problem from a different angle, but I voted for this because I think it may be a solution.
